Who We Are

Where Hope Lives is a movement of ordinary people—moms and grandmas, neighbors, doctors, nurses, volunteers, pastors—who’ve committed our lives to helping girls heal and begin again. Our daily work is an expression of our commitment to Christ: we follow Jesus’ call to protect, serve, and restore. With safe housing, trauma-informed care, education, and prayer, we show up every day so she can move from brokenness to success—and never walk alone.

Founded in 2002

Our nonprofit (City Help Inc of Phoenix dba Where Hope Lives) was founded in 2002 as a Christ Centered Outreach Ministry.

We’re on a mission to stop human trafficking, end childhood hunger and educate tomorrows leaders.

We do this through residential life recovery programs and community engagement outreach services.

Christ Centered

Our doors are open to all girls, regardless of faith, background, or beliefs—no one is turned away, and services are never conditional.

We are a Christian organization and we believe a healthy, personal relationship with Jesus brings lasting healing and an abundant life. We share that hope with respect and without pressure.

Above all, our aim is to be the hands and feet of Jesus by serving each girl with compassion and excellence, helping her find healing, hope, and restoration.

$7.5M Budget

We are a primarily volunteer driven nonprofit organization funded by individual financial and in-kind donations. 

100% of all financial donations from individuals goes direct to program services. 

Our administrative and overhead costs are covered by business revenue and a private foundation grant. 

How The Dream Began

In 2008, Pastor Larrie Fraley, Skye Steele, and Pastor Brian Steele came together to launch what today has become the Where Hope Lives program, a powerful initiative aimed at addressing the issue of human trafficking, particularly focusing on the vulnerable girls in Phoenix, Arizona and communities across the United States. Their collective passion for making a difference and bringing hope to those who had fallen victim to this heinous crime was the driving force behind the program’s inception.

The founders shared a deep commitment to combating human trafficking, an issue that had been largely overlooked at the time, especially in Phoenix.

With a shared vision of creating a safe haven for trafficked girls, they embarked on a journey that would change countless lives.

The Where Hope Lives program initially began as a grassroots effort, with the founders leveraging their connections within the local community and church networks to raise awareness and generate support. Their dedication and unwavering commitment to the cause soon began to attract the attention of like-minded individuals and churches in the area.

Over the years, the program experienced remarkable growth and expansion, thanks to the generous support of churches and individuals who recognized the urgent need to combat human trafficking and provide a lifeline for its victims.

These supporters rallied behind Where Hope Lives, providing financial assistance, resources, and volunteering their time to ensure its success.

Every day, children are pulled into trafficking—many by people they should have been able to trust. Our Dream is that every child who needs long term healing from trafficking would have a safe place to heal.

The Big Dream

Every day in America, children are pulled into trafficking, often through manipulation online or betrayal by people they should have been able to trust.

Where Hope Lives is building the nation’s first recovery facility designed exclusively for child and young adult survivors—a place where trauma is treated at its root, safety is restored, and healing becomes possible.

This project is more than a building; it’s a lifeline. Every hallway, every bed, every treatment room will exist because a child needed someone to believe in their future.
